Caisse des Dépôts is a French public financial institution engaged in implementing various public policies, covering sectors such as housing, environment, territories, and pensions. It has nearly 6,000 employees spread across five geographical locations.
Previously, Caisse des Dépôts conducted various types of intelligence, such as news and legal monitoring. However, there was a lack of harmonization in how results were used : each team adopted different methods, leading to deliverables that were visually distinct. Moreover, there was limited collaboration or information sharing between the geographic locations. In general, the intelligence process was carried out manually, resulting in reduced efficiency.
In 2021, Caisse des Dépôts decided to implement a strategic intelligence system with the goal of achieving three main objectives :
Enable geographically distant teams to work together.
Use a single tool to centralize all stages of the intelligence process, from information gathering to distribution.
Provide specific intelligence tailored to the needs of each employee.

After implementing the strategic intelligence tool, Caisse des Dépôts observed numerous benefits from its use :
Tool implementation : collaboration and training
Each team worked on defining relevant sources, creating specific queries, and mastering the tool. Meanwhile, an "Internal User Club" was created to encourage collaboration and the sharing of best practices. Training sessions, internal tutorials, a FAQ, and Sindup training reports all contributed to easing the tool's adoption, with Teams serving as the main communication platform.
Expansion of intelligence projects
The introduction of the new tool to Caisse des Dépôts employees quickly had positive results: the number of intelligence reports increased significantly, with a 65% growth. This resulted in the creation of 35 new reports, reflecting the time savings from automating time-consuming tasks. Additionally, the number of employees subscribed to these reports grew by 14%, reaching a total of 2,500 subscribers
Easier dissemination of results
The integration of dashboards marked a major advancement in the project. The catalog of intelligence deliverables reflects themes related to Caisse des Dépôts’ investment policies, and also offers sub-themes for more specific research. One of the users' expectations was to easily access all themes. This is now possible, as all information validated by intelligence analysts is accessible to readers. Readers can now consult newsletters, indicators, and dashboards related to their selected themes. Furthermore, specific indicators were developed based on user requests, improving the relevance of the information.
Upcoming developments
The introduction of the new tool has allowed Caisse des Dépôts to provide tailored responses to each employee. This has created the opportunity to offer "information curator" roles to various regional correspondents. In the short term, Caisse des Dépôts plans to create video and image tutorials to ease tool adoption. Additionally, completing the dashboards and associated communication efforts will ensure that the entire organization can fully benefit from the intelligence platform.
